OUR TEAM

Stephen Filbey is the founder and Principal Consultant at WestPAR Consultancy Inc. He is an accomplished professional with more than 25 years of experience in the pharmaceutical and related industries, most of which has been focused on Western Canada. Over the 10 most recent years, Stephen has guided more than 40 organization in developing and implementing Reimbursement, Market Access, Advocacy and Policy Strategies throughout Western Canada, addressing rare disease, oncology, non-oncology and medical device files. He has successfully negotiated multiple agreements with BC PharmaCare, BC Cancer Agency, Alberta Health, Saskatchewan Pharmaceutical Services Unit and the Saskatchewan Cancer Agency, and has provided strategic advice on pCPA negotiations.
As founder of WestPAR, Stephen is responsible for the general management of the business and all client relations. He serves as lead consultant on all files.

Nicole is a pharmacist with post-graduate training in pharmacoepidemiology and pharmacoeconomics. Nicole has 10 years of experience in health outcomes research in various capacities, with expertise in conducting literature reviews, observational studies, budget impact analyses, economic evaluations, and discrete choice experiments. She has compiled numerous dossiers for submission to the Canadian Drug Review, pCODR, and Provincial drug reimbursement agencies for new technologies in rheumatology, oncology, and respiratory disease therapeutic areas. Her recent research focuses on the economics and policies around biosimilars in Canada.
As Lead Clinical Research Consultant, Nicole depth of experience is applied to providing oversight and direct involvement with respect to clinical / therapeutic research and submissions.

Salima is a Pharmacist with over 15 years of clinical experience who has a broad understanding of pharmaceuticals including current and emerging therapies. With a Masters in Health Administration (MHA) she has prepared in-depth research papers, briefing notes and presentations on drug therapies and health technologies by critically investigating clinical trials and other scientific literature. With her background in advanced pharmacotherapy, she has provided decision support that is evidence-based to determine the therapeutic- and cost-benefit of niche pharmaceuticals over existing therapies.
As Clinical Research Consultant, Salima’s experience is applied to clinical / therapeutic research and assessments, submissions and general investigations /analyses.

Pamela is a capable, determined, and hardworking executive assistant with an eye for detail. She has extensive experience in supporting clients, anticipating their needs and maintaining a smooth schedule. A highly approachable individual who has a pleasant attitude and a willingness to make a positive impression. Pamela has first-hand experience in organizing, scheduling, and meeting planning. She demonstrates high-level ability with multi-tasking and prioritizing what needs to be done smoothly and efficiently.
Pam has a Business Management Diploma from Langara College, is an excellent communicator and in addition to her English skills, she is fluent in both Mandarin and Cantonese.
As Executive Assistant, Pam is responsible for scheduling, general admin and a variety of supportive activities to the business.

Arvind Mani and Sherry O’Quinn established MORSE Consulting Inc. with a shared focus to create a market access consultancy aimed at developing creative solutions for challenging reimbursement situations.
